Default Rusted bolt removal

On my 1996 TXT there are two bolts holding each rocker panel on and they are a rusted mess. I need to get the rocker panels off to access the throttle box under the floor. I have spent hours cutting, banging, sawing, etc. trying to remove just one of them. Surely, there is someone wiser and more experienced than this NOOB(not yet wild) cart enthusiast that has solved this dilemma.
Any help is appreciated.

at the shop,we just grind off the heads with a 4 1/2 grinder,do the work and install new bolts.hope this helps

Hold the bottom and drill them out. 1/4 bit

I was able to remove mine from a 19 year old TXT by using a "slugger" impact driver, like this, while holding back the nut with a wrench:

i replaced my 4 with a stainless bolt and stainless nyloc nut...

Thanks for all the suggestions. Tried the drill out, but didn't work. Finally found a Youtube cideo showing a new Dremel tool cutting wheel about the size of a silver dollar. It tool 4, but we now have access to the throtrle box. And I took your suggestion and bought a 1" stainless bolt with a nyloc nut to inatall the metal threahold plate.
