I think that will be a given. I cut a chunk out of a CC wheel with a hand saw, and it was distressingly easy and quiet. Battery power saws or grinders would be too loud.

What ever we do, it will only work if everyone is on board, otherwise, as you said, they just move on to the next one.

True. This also can work with liquid nitrogen like is used to keep semen tanks cold on livestock farms. If this could be an issue at your place, go bigger! 5/8" chain is like around 3# per foot. Gonna take a lot of gas to get it cold enough and a bigger rock or anvil to break it on.

Thieves hate well lite areas. Motion detector lights should help. Just suppose you have a cart with lock device and motion detection lighting, I think a thief would take a pass on that. Need more protection? Put a car alarm on the cart.
