The 1313 is a Hand-Hald and the 1314 is an interface you use between a PC and the controller. I like the hand helds, but there are plenty that want the other. Main thing is if you buy either, get a OEM level so you can modify the programming.

Are oem level readily available? Since I have a new controller on the way I figured I can mess around with the one I will be replacing.

The 1314 seems be more of plug then play while the 1313 hand held is more tuning on the fly?

Very available. If you buy, get OEM or you will have limitations.

1313-4401 OEM programmer (Can change/modify programming and everything else)
1313-3301 Dealer programmer (More than Service, but also can load SP4 codes)
1313-2201 Service programmer (Resets and troubleshooting-minor sdjustments)
1313-1101 User programmer (Diagnostic only)

Quick question guys, I just ordered a controller (GE 500amp) for my 99 ds. They were out of stock so they sent a Curtis 500 amp 36/48v. Hooking it up wire for wire I get nothing but hearing the solenoid click. Im assuming it needs programmed. Any thoughts on what it could be? Best place to get a programmer? calling around no one has one near me, thanks

It should have came programed, but it is probably the throttle setting holding you out if it is not programmed for you 5k-0k throttle.

Call your supplier. He should have done this. If not, call your local Club Car Dealer or any cart repair shop. They will have a programmer and can quickly do it.
