Default G19 no go

Working on a 2001 48v g19 the cart would mot move and relay was not clicking i replaced it and then it would move slow and when not moving had a constant light buzzing sound untill the pos cable was disconected. I pull the motor and replaced the brushes cleaned up the armature cummunicator which is worn quit deep. Put it back together and tested the motor with a set of booster cables and it would turn but had quite a spark when touching the battery post. I hooked ever thing back up and nothing now. Ive tested all switches and sensors. And all wire continuity to controller . Checked voltage to motor and all the terminals have battery voltage 49.9 volts.The relay clicks when the key is turned on but not when the throttle peddle is pushed. And it will click out again after about a min. or so. Im thinking the controller is bad. Ideas ?
