I always thought it is caused by a short or a load someplace motor or controller?..

Is there a voltage reducer? They are typically always drawing a current if directly hooked to the pack. This will cause an arc.

Mine arcs once when connected. Its just charging capacitors, no long term drain.

capacitors can accept power at unbelievable rates, so a spark is normal when charging capacitors.
