Solenoid clicks cart won't go

There is most likely a 250Ω resistor between the large posts on the solenoid. Its purpose is to precharge the filter capacitors in the controller so the solenoid contacts don't arc as much as they bounce upon closure. The voltage between B- and M- will be from about 3V up to about 5V less than the battery pack voltage when solenoid contacts are open and the same as pack voltage when the solenoid contacts are closed.

If the pack voltage is 38.0V all the time even though solenoid clicks when pedal is pushed, than the solenoid contact may be welded closed. That would be a 3-2 beep code, however, the cart will run slowly with welded solenoid contacts, so the problem is more likely to be a bad controller or a bad ITS (throttle) circuit.

so the ITS has 15 volts on the white wire and when pushing the pedal it goes down to 14.

So now I feel like the controller is toast.

Also I plugged the beeper back in and it makes no beeps at all not even in reverse

Replace it with an Alltrax XCT48400-PDS.
