The solenoid doesn't click. With wires removed from both large terminals, I get around 7 volts on the small positive terminal. With the ignition on, I get full pack voltage on the small terminal but the solenoid doesn't click when gas pedal is pressed.

ahh that changes things...DCS cart it may very well be your controller, those are known for killing over unfortunately...don't go with a stock replacement, go with an Alltrax replacement
