Default 100 Dollar DS won't go?

Hi,
First-time poster to this forum, so be gentle. I bought a 100 dollar 36 volt 1989? Club Car DS with charger from a guy that told me it came with his house when he bought it 4 years ago. He said he could never get it to work, but he would be happy to deliver it to me for 100 dollars. SO..... the batteries were manufactured in DEC 2016 and looked brand new (clean) plates inside had no visual sulfation). Since it hadn't run since 2017, these batteries may be salvageable...I started charging batteries. I finally got them charged up enough to plug the charger in, but first I had to fix the charger (it was given to me in pieces). I plugged it in and heard the hum, but the ammeter didn't appear to work. it stopped after a couple of hours and pack voltage was ~38.2 vDC. I turned the keu and pressed the pedal and got a buzzing sound, no motion, just buzzing from under the seat. This is a cart with the single selenoid and resister banks. Where do I go from here?

get a dvm , (digital volt meter) and hook to the pack and see how far they drop down when you hit the go pedal .....sounds like they are dropping out under load....
