It's fixed! I couldn't comprehend why I wasn't seeing voltage on the B+ battery side of the solenoid. I double checked the main cables coming off the battery array and found they were swapped with each other. So, after attaching the cables properly to the battery array, I'm good to go.

Thanks for your help. You led me in the right direction. Sorry I was such a bone head.

Sometimes it is best even with the best pictures and notes to do one cable at a time. I learned this doing spark plug wires. Found out I had a boat that ran in reverse or Counter rotated. It drove us nuts trying to figure out what was wrong. Then had another issue just like it with a Ford Bronce. It had a odd setup that didnt show up in any repair manual.

If it runs before you start a swap, do one cable at a time and it will work when you finish!
