Mine had that issue, would almost snatch the wheel out of my hand, when I bought it. Replaced everything but steering box. Still walked. Ted was talking about tire tread rotation one day and I noticed my treads were back wards. swapped the tire and That fixed my issue ( i never would have guessed )!! Big tires though?
Good Luck

is there any chance that a few teeth go broken off the rack? for with all that you described, the only thing that makes any sence is the steering box.

Jack Daniels says tire pressure and tread, see similar issues with the carts at work all the time, mine does this with low tire pressure but I only have one wheel in front so dont think it applies the same

Check your front wheel bearings! Had this happen on my truck. They will seize up for a moment and make the vehicle pull to the side the bearing is bad on!
