It's either miswired or you have a bad battery in the forward path.

green cable off f/r switch is 18v power reverse
red is 36v power forward

If wired correctly, Reverse uses 3 of your 6V batteries and Forward uses all 6. It's possible for one of the three not used for reverse to be bad and that will cause Fwd to be slow. Load test your batteries after you verify that they are wired correctly.

I agree and if one of those 3 batteries is weak - it will be really slow.

Thanks so much for all the advice. It must be one or more of the old batteries are bad. I cleand the terminals and filled some lower cells and it didn't help. Guess I need to look for some more batteries.
