Well your right. When plugged in but not into cart it is operating. So now I'm trying to figure out is this something I can repair or to whom I take it too to get it repaired.

The original control board in a PW 28115 was in two parts and the replacement boards are one piece assemblies, but it is a fairly straight forward repair.
Here is the part needed. http://www.shopezgo.com/products/Inp...roduct_id=1902 (You might find it cheaper elsewhere.) Also, here is the manual for a PW 28115 charger. |

What simpleman said !!!! I had the very same charger with the relay bypassed. I corrected the wiring and "wallah" worked like a champ. Worth a try
