I have checked the motor and the wheels to run. I have checked everywhere for that part and can not find. How do I know if the controller it's still good?

Almost looks more like a guitar effects pedal, but could work. Do you have a volt ohm meter? Find the range of resistance (pedal up to pedal down) and make sure it transitions smoothly.

Look at the controller see if it has a model number if it’s a Curtis if so go to there web site look tru there manuals there’s a trouble shooting guide to test the controller using standard 12 volt bulbs in series.You will have to rewire it for the test.
