Doesn't matter. As MGRAY said, you can't test a battery cable with an ohmmeter and expect a conclusive result. Take one strand of wire from that cable and the ohmmeter will tell you exactly the same thing. But try to run 200 amps through that one strand and it will fry instantly.

The only way you can actually test a battery cable is to check the voltage drop across the cable while current is moving through it. This requires the cart to be in operation during testing.

Regardless of testing, the end of that cable was VERY HOT, and that amount of heat not only damaged the battery terminal, but also the cable. The connection between the cable lug and the copper strands of the cable is likely compromised. Also the copper strands themselves will be damaged and may be oxidized.
It is very likely that you will have a repeat failure of that cable if you don't replace it, and when it fails it will very likely damage whatever battery or component it is attached to.
