It is normal to start out low but should terminate around 44 volts.

Gassing during charging is normal. If the batteries are overfilled, the gassing will force water out of the batteries.....Is there signs of acid on the floor where you charge the cart? If so you may have overfilled the batteries. They should fill above the plates & 1/4 inch below the fill neck.

I have a 36v charger that peeks just above 42v according to my meter. I'm not sure how accurate my meter is though, some of them differ by a volt or two, here and there.

Peaking at 45 volts is a smidge on the high side. After charging and resting, I would do a hydrometer/voltage test and see if you have a bad cell in 1 of your batteries.
