if you think its a brake issue you can disconnect cables under cart and se if that frees it up.......have you jacked it up at all to see if you can get it to spin by hand? you can try that and try taking a wheel off than the brake hub see if it comes off if it does come off than theres a problem elsewhere.....................

Re: 1996 ezgo txt electric stuck wont move??
If it was sitting "out back", then more than likely they had the brake set on the cart. Normal morning condensation will cause the brake shoes to basically rust in place to the drums. When I worked at E-Z-GO, we ran into this alot on the cars that would sit for months at a time before being rebuilt. We used to use a small (5 pound) sledge hammer to tap on the rear wheels to free them up in the field, then we took the rear drums off in the shop and lightly sanded the shoes and inner portion of the drum if the cart was going to be sold as used, or replaced the shoes and drum if the cart was going to be sold as rebuilt.

Remove the Drums and check if the axles will move, if no? Tag & remove the 4 motor cables. Remove the 3 motor bolts and remove the motor. Now do the axles move? This will help isolate the trouble.

I'm betting the brakes are frozen on the drums!
