Default One step ahead

So the new microswitch arrived and I installed it in the speed control box of my 1984 Par Car classic. This seemed to increase the speed a little, but I'm not sure what to expect if everything is working right. It does ok on the flats, but really struggles going up slopes.
What I'm looking at now is a capacitor-like device called a time delay. It was not wired in when I got the cart; wiring it according to the schematic made no change.
What I'd like to know: (1) what is it's function? (2) is there a way to test it?
