2007 par car...no brake lights, no backup lights
is there a fuse block on these par cars? No brake lights, no backup lights

No fuse block, the fuses are located within the wiring harness. For no 12V, you should check the DC DC converter for 48 volts in, and 12 volts out. It is usually mounted under the cross member above the rear axle. Have also seen the key switch bad causing the problem. The key switch has two circuits, one for the vehicle power, and one for the DC DC converter.
