We have put in the new controller. When we tried to turn the golf cart on and ride it would barely move. It sounded as if the motor was making a humming noise. We have checked power to all pins and have the correct voltage except for pin 5. It said we should have pack voltage and it was only 4.7. We checked the pedal switch and everything seemed to be in its correct place and no wire corrosion. Any ideas?

You must have 36 volts on pin 5 when you step on the pedal. If it is not there, the solenoid will not engage.

When we put in forward and pressed foot pedal, we were only getting 27 volts. The solenoid clicks, but cat barely moves.

You were getting 27 volts where? On pin 5?
Try measuring the voltage directly across the B+ and B- blades on the controller while the cart is moving. |

35 volts while moving. 27 was with pedal pressed and in forward. (Before we charged)

When we drove a little farther though, it went down to 17.5 volts. There is two brand new batteries with the other four being older batteries. Could the older batteries be an issue?

Any battery could be bad. Try measuring each battery , one at a time, while you are driving the cart. Any battery that drops substantially under load should be replaced.

One immediately dropped to 4, the rest stayed at or around 6.

There's your culprit. Try and find a used battery, about the same age and amp-hrs as the rest.
