Default electric problem 86 gas club car

Rrecently purchaced 1986 club car disassembled. When I put it together per shop manual it would not start.It has a good battery but the voltage between solenoid posts is only 4 volts when turned on and safety switches are activated.I do not where to go from here it appears to be wired correctly could it be the voltage regulator? thanks

You're sure it's a good battery? A battery can read 12V on a meter but still be bad. Had one last year.
