Default charging

just purchased 2010 DS. club car, charger won't show a charge, tried 2 other chargers that I know are working, but no charge recorded. Can anybody help?

. . . test pack voltage with volt/ohm meter . . pack voltage needs to be at about 38v or higher for charger to turn on . . .
