Success! I disconnected the wire from the key switch to the relay. Drove multiple times and turned off the key each time. It always worked without needing to toggle the tow/run switch. The lights and the horn still worked.

If I remember correctly, the previous owner had a stereo hooked up at some time. My guess is the relay was used to power it. I haven't traced all of the wires back from the relay yet since it was getting dark so I'll tackle that this weekend. They would have had to tie it into the 16 volt reducer that is used for the lights and horn.

It's always the simple stuff that takes the longest!
