I did a continuity test with the fuses installed and they passed. Should I pull them and ohm test/continuity test also?

Disconnect the 1/4" push on connectors from the transformer that plug in right below the fuses. That should isolate the fuses.

Fuses ohm/continuity test good with 1/4" spades removed. No obvious burnt components in the board. Transformer is outputting like normal.

Should I order a board?

I would... it's the only part in it aside from the transformer which you have determined is good. A control board fixes 100% of these chargers in my experience.

However, make one more continuity check - the ammeter.

It isn't shown on the block diagram I posted, but it goes between the transformer center-tap and P3 on the board. If it was open, the board might not power up. (No return path to the transformer)

Granted, not very likely, but a possibility, and it's easy to check.
