Default clubcar dead

I have a 2003 48v club car that is dead. It had a bad OBC so I installed a new one. I have 50.8 votes on the batteries, the solenoid does not click. I can jump the solenoid and it will work power out other side going to controller but nothing happens. Could it be the controller and can it be tested.
