Would I still have 37.2 volts and still have a bad battery? I understand the batteries are not under a load....

Just ordered a battery load tester, will have it in a few days, I do clean battery terminals ( actually did just a few days before problem) and water batteries to ( batteries are about 3 years old ) try to keep it up the carts my handicapped daughter's cart.
