Voltage to key switch

I have a 2007 ezgo txt pds 36volt. bought this cart used and think they have the hot wire to the key switch and back up horn mixed up. Have only 18 volts to the key switch and 36 volts to the back up horn. when I turn the key switch on the voltage drops. so my question is what should the voltage be to the key switch?
