Cart Stays On

I recently had to swap out controllers (Alltrax XCT) and a solenoid on my Precedent and now I am having an issue with the cart always being on. Without the key in, as long as the tow/run switch is in the run position the cart is on (i.e. lights can turn on and the throttle can move the cart). If it is set to tow, the cart stays powered off.

I initially thought it might have been the ignition switch because I was having issues with it before I swapped the controller but even with the ignition switch completely unplugged the cart turns on with the tow/run switch set to run.

Any help would be greatly appreciated, thanks!
