Each one of the solenoids is a speed except the master. Did you jack the cart up and test the throttle to see if all the solenoids click in order as the peddle is pushed..... you should be able to hear the clicks and see the wheel spin faster with each click.... sounds like one or more bad &/or intermittent solenoids.
