Default A arm lift kit rear spring bolt

I am installing a 6 inch a-arm lift in a 1995 club car. When I went to lift the rear I can't get the bolt in the front out of the spring. I have heated it and also cut the bolt head off to try and drive it out. The bolt won't budge. My next idea to try is to use a saws all and cut the bolt on both sides. Is this a common problem and does anybody have a better idea. Thanks

There's a sleeve in there and the bolt is rusted solid to it. Mine were stuck tight as hell. Soaked them with PB Blaster penetrating fluid and beat them in and out to get the juice deep into the sleeve. Each one took about 20-30 minutes of beating but they finally let go.

I had to cut one of my a-arm bolt off on both sides so I could get to it enought to drive it out.
