Default 1999 ezgo electric

How much would a 1999 ezgo golf cart with the F/R lever under your knees be worth? It has 2008 batteries in it and has nothing hooked to it like radio, ball washer etc.

Lot depends on where you are.. It could be a series or a DCS cart. If you lift the seat and look where the shift level comes through, is there a rod going over to a box on the passenger side ? If so, series. If not, does it look like a round disc ? If so, probably DCS and to double check a DCS will have a Run/Tow switch on the controller cover.

Does it have any accessories or is it just a plain stock cart ?

Not by it right now but it does not have any accessories on it except headlights and tailights. Would the series vs dcs make a difference? I'm located in Kansas.

Depending on what you plan on doing with it the series vs DCS makes a difference. The series carts are usually better suited for off road mods where DCS are prone to controller failure caused by low voltage. As for price, you will probably be better off looking in your local craigslist but assuming it has a working charger and the cart runs, I would think in the 7-800 range.
