Pull the plastic panel off that is above the controller, read the instructions on how to cross the connections to unlock the cart. If your water is full, your batteries are done and need replaced

The cart beeps when I put it in reverse but that's it.

Did you pull the panel and cross over the plugs? If you did, there's no reason to put the cart in reverse or forward, the brake releases and you can move it anywhere by pushing or towing it
