Passkey or controller programing

Hello newbie here. first time posting, long time searching. I've used the search and although I have found some very good information. I haven't quite exactly what I needed. My question is does anyone have a passkey? I seen some older posts about someone that bought one but nothing recent. I have looked and called all the local shops and they don't have one either. local shop says I would have to buy all the uses for them to get me the key. I have also seen a gentleman on here programming factory controllers. But from what I have read, I wouldn't qualify because of my 23in tires. Am I correct? Thanks again for any help.
Ultimately I'm looking for more speed and torque.
