So I did the motor test and I have continuity on f1 and a1 which shouldn't have continuity..... so that means the brushes need to be replaced?? ((I tried it on a fleet ezgo motor))

I will be doing the same test on the club car ds I'm having trouble with soon

Good possibility, or a lot of carbon build up, or other things. Probability need to pull it and have it checked.

Good, glad it helped. The continuity test is the quickest way to find a problem and then the voltage test afterwards.

Brushes would be an assumption, could be as more as M70 stated. Best to pull it and have it inspected.

Motor seems fine.... cleaned it but the armature had grooves in it where the brushes go around and it starts off fast then dies to 13mph

Your speed sensor signals were never correct, since you have tried so many, you either have a bad controller or something wrong in the harness between the sensor and the controller.

The most telling problem was the inability of the speed sensor to bring the Green wire to 0v, since the hall effect sensor simply brings that output to negative, it should have gone down to 0v if the sensor was working.

Make sure the Black/White and the Red wires match with the corresponding colors on the 3-pin speed sensor connector (in case someone messed with the harness).

You should also try using piercing probes to measure the Red wire to Black/White wire on the Sensor 3-pin connector (connector in place) while turning the wheel to make sure the voltage stays at around 15v.

If that voltage changes, check the continuity/resistance between:
Black/White wire to Controller pin #13
Red wire to Controller pin #15
Green/White wire to Controller pin #14
