Club Car DS, original OEM headlight issue

I have a 1999 Club Cart DS that has only the OEM front headlights. It has the original wiring harness with what looks like a heat sink under the front cowl, attached to the frame. It also has the original OEM #10905 voltage reducer, attached across batteries -7- & -8-, outputting 14v.
My issue is the passenger headlight is bright but the drivers side is very dim (both are Halogen bulbs). If I unhook the heat sink, both lights are medium/low, brightness.
Is the heat sink bad or was these lights meant to be hook directly to the 48 volt circuit?, not the 14v circuit?
As a side not, the OEM front headlights have the yellow clearance lenses but no light bulb socket, just the rubber plugs. Are these light bulb sockets available to purchase, somewhere?

Do you have 8 six volt batteries?

I have -6-, 8 volt batteries, new
My voltage reducer has a 15 amp rating and there isn't anything else attached to the reducer

The lights are 12V and should be connected to the reducer.
Not sure on the heat sink unless it is some type of hi/low control. IDK
If it is a hi/low box and has failed it could cause a problem.
Someone with more knowledge should be able to help.

Well you can't have batteries 7 and 8. Are you going from pack - and + to the reducer?

Are you sure it is a 48-12 volt reducer? Depending on the year it may be a 24-12, or something.

yes,It came with the cart and from what I can see, on the side of the reducer, that looks correct.
And yes you caught my slip up , there are only -6- batteries in the cart and the reducer is attached to the last two, on the drivers side. That should be #5 & #6. Battery negative to the reducer and the two leads out from the reducer has one attached to the light circuit.
A voltage reading shows the output as 14v

So that would be a 16-12 reducer. Get a 48-12 reducer and use the entire pack to avoid unbalancing your new pack. You will be way ahead in the long run.

I don't know what is going on with the reducer you have or how it is wired. Not sure what you mean about what it does when you unhook it. You shouldn't have any lights at all.

Re-read post 7. Are you grounding the lights to the frame?
