If you've got good voltage going into the controller, a good throttle signal going into the controller, and you've confirmed that you have proper front end alignment, good tire pressure, and the brakes aren't dragging, but you're only running 12-14 MPH with the Admiral MOT-A1 motor, something is either wrong with the motor or the controller. That should be a (roughly) 20 MPH motor.

Give us an update after it’s installed, I’m looking at this motor for my cart. I have all of the supporting mods done already though...
