Default How To Check Torque to Rotate

On my 2015 RXV I thought I'd check the torque to rotate as described in the service manual as I'm preparing to change rear axle oil soon. Here is what manual says to do.

To check the TTR raise and support the rear of the vehicle
in accordance with the instructions provided in Section
B of this manual.
1. Remove the driver side rear wheel as noted in section
D of this manual.
2. Remove the cotter pin from the castle nut.
3. With the socket and torque wrench apply pressure in a
clockwise motion. If the axle hub moves at 60 ft. lbs or
less replace the differential. The normal range is 80 -
120 ft. lbs of torque. If the torque required to move the
axle shaft is less than 80 ft. lbs but greater than 61 ft.
lbs repeat the check in 250 hours.

Once I got the cotter pin out (hard as axle nut slot was bearing on cotter pin), I put my beam type torque wrench with 15/16' socket on castle nut and tried to turn it but was not able to in the normal range. I had the gear selector in OFF. Am I doing something incorrectly? I didn't want to apply too much torque so I stopped and figured I'd ask the experts!

Put your torque wrench on the spindle nut (75 lb. Setting). If the torque wrench clicks before the hub rotates, you pass the test. If the spindle nut turns, but not the hub, torque it first, or the test is invalid.

I know I exceeded 75 ft-lbs without anything turning - nut or hub - so I figured I was doing something incorrectly. Does the key selector switch have to be in any particular position?
