Default 90 Club Car lights with 36 to 12 reducer

I finally found time to hook up lights , turn signals and a horn on my 90 Club Car using a 36 to 12 reducer , everything worked for 3 days and then I blew all the light bulbs , at first I thought it was the reducer as I noted that when the lights where turned on with meter hooked to the wire you would see 17.6 volts for a split second then 12 .5 , after reading a few threads on this site I seen where the turn signal switch has to be isolated from the steering column which I didn't do , it is an 8 wire switch that has a ground tab inside that grounds to the case , also I didn't insulate the horn and had it mounted to the aluminum frame under the cowl , didn't use the ground strap and ran the ground back to my 12 volt ground wire , I'd have to guess that one of those two ground problems caused the blow out of bulbs ------------now I can't get the turn signal switch to work again , I have changed the flasher but could only find a three prong that was electronic , I thought I may have blown the turn signal switch so I opened it up and see nothing wrong inside , all the wiring and terminals look good -------------which is the correct turn signal switch to use with a 90 CC 8 wire or 7 wire

I figured out my problem , the high dollar voltage reducer would show 12 volts and 16.8 amps , but had no amps behind it when loaded up , it would drop to .08 amps and was suppose to be rated at 25 amps , hooked up to two 6 volts batteries making 12 volts and 16.8 amps , turned on all the lights , flashers and blow the horn and still had 10 amps -------- I did notice that the reducer with a meter on it will go to 17.5 for a split second and then drop to 12 , the flasher mounted to the steering column probally cause the burn up -------------------------what is a good voltage reducer for a 36 volt system ,
