is it half of what forward is? its a 1/2 speed reverse but you might want to go over batteries and cables to make sure all is good....................................

when it works properly it is about half the forward speed but at times it does nothing that leads me to think it has to do with the reverse contact at the f/r shifter. tha cables are new and the batts all pass a load test with minimum of over 5.6 volts

if they are dropping to 5.6 volts that may be the issue keep in mind at 6 volts its 50% discharged.............the only other thing that comes to mind is motor brushes but thats unlikely........have you tried cleaning the F&R contacts or are you looking at them and they look good..............

If the batteries are dropping to 5.6 under a real carbon pile load tester that is okay but lower than I would like to see depending upon the load used? But they could be okay? It does sound like you have some bad contacts in the F&R switch.
