Default inductive throttle sensor

hi guys,
when doing a check on the its I get a reading of .5 volts even before pressing on the go pedal.
when I do press the pedal the voltage goes to 1.7 volts just like it should.
by getting a reading of .5 volts before the micro switch is activated does this show a bad micro switch? and what effect would that have?
