Default 04 ds will not move

04 ds 48volt club car. My cart sat for about two years. I just replaced all the batteries but it will not move. The charger kicks on. The reverse buzzer buzzes when put in reverse. When you press the pedal the cart will just barley jump in either forward or reverse but will do nothing else. Not sure what I need to do next. Any help is appreciated!!

run / tow switch in run ?
do you hear the solenoid click ?
charge batteries fully .. new batteries need a good full charge (16~20 hrs)

do you have a handle f/r switch or a rocker switch ?

It does not have tow/run switch. When you push the pedal it does make a slight click which sounds like it is coming from the front end. The solenoid by the controller does not click.

you have a 48v powerdrive system
check the solenoid to see if its working .. no click is a sign solenoid is bad

Is there any way to bypass to verify that it is the solenoid?

Also voltage from positive from main positive grounding on the frame is 5 volts then when you press the pedal the voltage jumps to 12. Is this normal?

You never ground cart batteries to frame !!!

While it's on jacks you could also try the old redneck method of lightly depressing the pedal, and then smacking the side of the solenoid with a wrench or some implement of bashing. If it sat for two years, the solenoid's internals are likely stuck, sometimes a good sharp rap will get the innards working. If it does make it click and work, and the motor spins, you'll still want to get a new one cause the old one won't be long for this world.
