Default Powerdrive charger won't stop charging

I have a 2000 CC with brand new 8 volt Trojan batteries. When I plug the charger in the needle on the charger clicks up to about 20. Then it goes to 0 and back to 20. I think this is the way it is supposed to work. The Charger charges the batteries untill needle reaches 4. By this time you can hear the batteries boiling. But it won't go to 0 and shut off. Does this mean I have a bad OBC.
