Default Yamaha Charger powers on but will not charge

I have a 48v Yamaha multistage charger. The power light comes on but will not go through the typical startup blinking yellow etc. I opened it up and saw what looks like could be a bad capacitor in the image below. The large 820uf 200v cap in the top right has bulged pretty good and the black coating is flaked off. I also see one of the other smaller green caps is bulging.

Any thoughts on this problem? I am not getting any voltage across the plug contacts.

I don't even mess with those chargers, I just send them to FSIP when they break. Sorry I can't help, it's just easier to send it off.

The guy i.had rebuilding them said "when a cap is bad, a mosfet usually caused it, and the logic chip caused that". So, just replacing the cap wont work.

I hear FSIP does it, and we used a local electronics shop in Az. I have not had any rebuilt in a while, i could not do it for a deal that was comparable to just replacing the charger with a DPI, which i have more faith in than the original design of the Yamaha/Moric charger.
