Default 2000 ez go jerking

2000 ez go jerks in forward and reverse at low speeds. It runs fine full throttle. I changed ITS still having issues. Brand new 2018 batteries.

Is it a series or sepex drive?

Stock controller or aftermarket?

Does it jerk when the pedal is first pushed and run smoothly thereafter, or does it surge at low speed and run smoothly after reaching higher speeds?

Series drive stock cart. It surfers at low speed and runs fine at higher speed.

I've heard of series drive cart acting that way, but don't remember what causes that problem.

Hopefully scottyb or cgtech or someone more familiar with series drive will chime in.
