Smile batteries/ its / or controller

Wheels will turn when jacked up. The cart trys to go when on the ground but will not. Voltage is 37.5 when idle. drops to 33.5 when on the ground and fails to move with a jerking motion. Diagnostic test posted by Sticky indicates that all is good but the ITS. ITS 14.5 volts when disconnected. ITS box is clean and micro works ok and adjustment appears to be fine.

Any ideas.
Thanks

Batteries are not good - dropping to 33 volts means they are quite weak.

ITS should range test from around .4-.5 to 1.4 to 1.5. Anything higher than that and the ITS is bad.
