Steering very stiff on 2001 TXT

I recently bought a 2001 E-Z_Go TXT and am starting to restore it for family use. The only mechanical issue I am having is stiff steering. I can tell this cart has been left out in the rain before, and obviously is 8 years old.

What are some possible causes of the steering being hard to turn? If you were going to fix this, what would your checklist be?

I might try greasing the rack really good and also the tie rod ends. IF its still tight, you need to tear it open and see what it looks like inside. Also, you might pop the tie rods loose one at a time to see if you can locate the point where it is binding.
