Default Do I have a bad starter?

I have a Yamaha Gas G23A and a new battery. I can observe when I press the pedal the starter moves the belt very slowly, it just has a hard time getting through the engine compression. I thought it may be the battery is under rated, but I have 500A CCA which is higher than the manual calls for (400CCA min). I also used a power pack in parallel with the battery to crank and made no difference. If I remove the spark plug, it moves fine. Curious whether I may have some burned or open coils on the starter motor. If you have a gas car, can you tell me if the starter moves the engine fine or is it barely pushing during the engine compression?

Pull the black caps off the be if they starter and check brushes also check all connections to and from battery to starter

Lol yes I murdered that pull the black rubber caps off the starter and check the brushes*

If the brushes are still 3/8-1/2" above the housing, can they still fail in time?

NO, but you can have one stuck and not touching the armature correctly and cause a no start issue

Also common to have issue with wire and cable connections. I've had terrible time with battery post clamps, they are clean, one time I had to file the inside and file the battery posts even a wire cleaner would not make them work. Also make sure your belt is not slipping on the gen pulley, the belts get old or loose and do that.
