I love how posters ask questions, get the answer that they should try, and ignore the posts of those telling them exactly what to do to solve the problem. The brake is locking up because either the cable is not adjusted/too short, or the actual drum adjustment is far too tight that any type of tension on the cable locks up that side of the cart. Simple as that.
