That's what my TXT has... a cable for the ground wire to the engine and generator.
With the key on... you should get 12 volts at the "hot" terminals. (with meter negative to the generator case) You may try disconnecting the wires and ohming out the generator to verify internal connectivity. |

if the voltage regulator was defective I would be getting higher voltage with the green field wire grounded to frame from what I read, and I cant get over 11.8v either way so im assuming the generator isn't functioning properly

That's what it sounds like. The service guide lists the steps to locate a charging pproblem.
