Default crankshaft specs

I have an 89 DS flathead that I had the engine overhauled by a 3rd party, to be nameless for now. After putting it back in the cart and getting it going, there is a noise under the seat. I pulled the drive belt off and it still makes the noise. The clutch has a small wobble. So I removed it and put a dial indicator on the shaft. It has .013 side play. That's too much isn't it? Measured on outer end of shaft with dial indicator.

I looked up the definition, and the spec I'm looking for is the "runout".
I'm also wondering if the engine bearing is the source of the noise I'm hearing.

thank you so much!!!! springbok. I officially own a rebuilt engine with a bent crank. At least I know what direction to go now.
