Default Explain clutches to me

Have a 1993 DS club car and was reading that with the zip tie mod if it only goes X speed there’s a problem with one of the clutches. How does one diagnose which one? I know when the engine is turned off occasionally that area sounds like and empty pot banging as it revs down to a stop. Just installed a new carb and that’s been working very well. With the zip tie mod I reach 20 km/hr so less than stock is quoted at in my manual.

Or it’s a possibility the drive belt is needing to be replaced. Is there a sign to look for? I know with the other belt we replaced we were told to make sure it was at least level with the top slot. Is there some other indicator to look for?

Put the cart on blocks and rev it up to wide open throttle the belt should rise to the top of the primary clutch and sink to the bottom of the secondary clutch in a smooth fashion

Zip tie mod is almost infinitely variable depending one how tight you cinch down the zip tie.

Okay so the drive clutch the belt only goes about 70% of the way up. New belt, starter belt needs to be tightened. Could it be the starter belt or is it most likely a drive clutch issue? Top speed is 13 mph before rev kicks in

It sounds more like a clutch issue to me, as long as your motor rpms are getting up to speed. I would not suspect the starter belt.
